As the founder and senior lobbyist in his firm, Mr. Desmond has developed long-standing relationships with key decision-makers in the Governor's office, the legislature, statewide elected offices, state agencies.

His personal integrity, his skill and judgment on sensitive issues, and his record in accomplishing legislative successes are the foundation of his practice.

He lobbies on behalf of a wide range of clients including associations, businesses and government entities.

Mr. Desmond instituted the firm's "grassroots programs" by which client supporters of client positions are organized to provide a continuous stream of communications of their positions to the decision-makers. This also includes bringing constituents into meetings with key individuals, as well as client lobbying days in the Capitol to discuss important issues.

Mr. Desmond is a frequent speaker at business conferences throughout the state. He is the executive editor of the firm's timely legislative update bulletin, Capitol Briefing.

He founded the firm in 1971, after working for four years as a lobbyist in Sacramento for Pacific Telephone Company.

He earned his law degree from the University of San Francisco in 1959, and is a member of the State Bar.
